  5. 5. 5 KANCO Annual Report 2013 Supporting Community Action on HIV and AIDS, TB and Other Public Health Concerns Letter from the Chairman As I review the year that has been, I am pleased to say that it has been suc- cessful. The organization has not just experienced an expansion in its member- ship but also capacity enhancement both infrastructural as well manpower skills through mentorships, trainings and evaluations in which the board was not left out. On behalf of the board I would like to extend our gratitude to our partners and stakeholders both state and non state actors in providing support as we contin- ued to deliver services guided by our three strategic objectives namely; Commu- nity Systems Strengthening, Improving policy for HIV, AIDs, TB and other public health care concerns, as well as Institutional Strengthening. The board members are better placed now to deliver on their objectives, having successfully undergone a performance evaluation and defined targets for the year 2014. We are committed to continue doing our best and delivering our man- date for the betterment of our organization. We have continued to further our mission where we have continuously provided leadership and promoted collabora- tions and enhanced capacity among CSOs and other stakeholders to respond to health issues. This is geared towards promoting the universal access targets and global campaign towards zero new infection. As we reflect on the gains made in 2013, we are confident of an even better performance in 2014, as we continue to offer quality services to our clientele. Fr. F Shirima
  6. 6. 6 KANCO Annual Report 2013 Supporting Community Action on HIV and AIDS, TB and Other Public Health Concerns Letter from the Executive Director and Board Secretary KANCO has had a successful year; the organization surpassed its set annual targets for the year 2013. KANCOs vision has continued to be our pillar and in this year we have experienced transformation in our programmatic outlook while main- taining our traditional delivery strategy of engaging CSOs networks and actively im- Allan Ragi proving the capacity of members to ably contribute to the national strategy. The HIV response continues to be dynam- ic, calling for new approaches to respond to the continuously evolving epidemic. This is in response to the globally chang- ing environment and the evolution of the HIV epidemic. Although HIV in Kenya is still a generalized epidemic, concentrated epidemics among key populations have been evidenced. These have triggered targeted approaches to specific popula- tions including Men having Sex with Men (MSMs) and People who inject drugs ( PWIDs). Whereas HIV remains a heavy burden on the shoulders of the Kenyan Nation, other health challenges continue to pose a threat to our well-being. Mater- nal and child health still remains a health priority, and KANCO is keen on seeing that mothers and young children receive the care they need to reduce maternal and child mortality. Consequently KANCO has signed new grants with new donors thus expanding her mandate hence scope of service to the communities. As I reflect on the gains made in 2013, I wish to thank our members, donors and partners, and KANCO staff for their great contribution towards the success realized. This does not however mean that the year was without challenges, but through the concerted effort of our partners we man- aged to change these challenges to op- portunities and for that I sincerely thank you all. 2014 is themed as our Year of Practice, looking towards strengthening KANCOs’ capacity based on the organizational ca- pacity enhancements we have received in the previous year from our partners. With our expanded membership we hope to have a wider reach through tailor made interventions that will help transform the lives of the beneficiaries. “We believe in a better Kenya free of HIV, AIDS, TB and other public health care concerns”
  7. 7. 7 KANCO Annual Report 2013 Supporting Community Action on HIV and AIDS, TB and Other Public Health Concerns Introduction Kenya AIDS NGOs Consortium (KANCO) is a national membership network of Non Governmental Organizations (NGOs), Community Based Organizations (CBOs), Faith Based Organizations (FBOs), Private Sector actors and Re- search and Learning Institutions involved in or that have interest in HIV & AIDS and TB activities in Kenya. KANCO was established in 1990. Its membership is open to all registered NGOs, CBOs, FBOs, PLWHAsupport organisations, Learning Institutions, public and private sector organisations in Kenya. The organisations also provides for associate membership that includes individuals and International Non-Governmental Organization (INGOs). The membership is bound together by a common vision of a HIV & AIDS and TB free Kenya. KANCO had an initial membership of seven organisations and has grown over the year to more than 1000 organisations. KANCO is a linking organization of the International HIV/AIDS Alliance (The Alliance). It has a nationwide reach making it a flag bearer as a National NGO. Our programs reach out to needy Kenyans in poor resource settings across the country, most of whom are not able to access the mainstream health services provided by the Ministry of Health. Our focus KANCOs’ strategy in delivering its mandate is three pronged targeting community systems strengthening, informed policy and stronger institutional capacity. KANCOs’ focus is present- ed in three main strategic areas of focus that provide the over- all direction to our operations and form the pillars upon which programs are defined, implemented and evaluated.

  11. 11. 11 KANCO Annual Report 2013 Supporting Community Action on HIV and AIDS, TB and Other Public Health Concerns To effectively coordinate di- verse groups of Civil Society Or- ganisations (CSOs) across the country to contribute to the HIV response, KANCO is bound to have a strong Institutional ca- pacity. This empowers its mem- ber CSOs to comprehensively address the evolving epidemic as well as other public health Concerns. As a national membership or- ganization, we have employed the Systems Strengthening Ap- proach to ensure that our in- stitutional capacity is properly functional and strong enough to enable effective coordination of member CSOs on one hand and use evidence from the commu- nities to influence policy at the county and national levels. Our ISS strategy for the year 2013 was Manifested through six strategies; • Transparent and accountable governance structures • Stronger financial systems for fiduciary controls • Innovative resource mobilization structures to ensure financial sustainability • Strengthened partnerships for strategic policy dialogue • Civil society engagement • Improved monitoring systems for evidence based decision making.

KANCO has continued to forge strong links with both na- tional and international networking platforms through which it have become a source of information for its’ members. By the end of December 2013, KANCOs membership base had grown to 1,115 member organizations.

In 2013 KANCO was able to extend her mem- bership in North Eastern a re- gion where her membership had been fairly low In the new devolved gover- nance structure, KANCO is restructuring to fit into the de- volved structure to ensure that her presence is felt throughout the 47 counties.   16. 16. 16 KANCO Annual Report 2013 Supporting Community Action on HIV and AIDS, TB and Other Public Health Concerns Institutional oversight To ensure strong oversight there is need for a responsive governance structure. During the 2013 period KANCO restructured its board of governance oversight role with the formation of the Programs and Financial board oversight committees. The committees review the organizational program- matic and financial performance and provide feed- back to the organizational management. To strengthen institutional oversight, KANCOs’ board of governors developed a performance framework that defined their annual performance targets. The performance framework was part of the inno- vative thinking to make institutional oversight more visible. This innovation has been the missing per- formance link and with a performance framework in place to address board performance.
  17. 17. 17 KANCO Annual Report 2013 Supporting Community Action on HIV and AIDS, TB and Other Public Health Concerns Assessing our capacity KANCO conducted an orga- nizational capacity assessment (OCA) that targeted to highlight capacity gaps and encourage im- provement. This exercise identi- fied organizational capacity gaps and crafted strategies to improve on areas of weakness and rein- force best practices and innova- tions. The OCA process is an analysis of systems and procedures. The process provided opportunity for staff to engage in realistic debate regarding the organizational performance. Our score indicated exemplary overall performance indicating that KANCO is a progressively learning organization. However, there were performance variations in different areas with governance achieving a maximum performance score in all governance sectors. This was indication of a properly functional board of governance cognizant of its roles and performs its functions optimally.

  19. 19. 19 KANCO Annual Report 2013 Supporting Community Action on HIV and AIDS, TB and Other Public Health Concerns Use of Research to Spearhead Policy Formulation In the 2013, KANCO expanded its work in reaching out to marginalized populations. KANCO set up functional models using evidence to inform national policies through participation in TWGs and ICCs. During this period there was increased engagement of marginalized groups and CSOs to ensure that the voices of marginalized groups are effectively represented in policy circles. KANCO was at the forefront in providing lead- ership among CSOs in the policy dialogue pro- cess. Through our extensive community en- gagement process, we provided sound evidence that shaped the national most at risk population (MARPs) guidelines. The framework provides a road-map within which marginalized and often overlooked risk groups such as People Who In- ject Drugs (PWIDs) can now be programmed for. At the start of 2013, the MARPs TWG was work- ing to put in place national guidelines that would provide a framework to actively engage MARP groups in national HIV programming. Being a rel- atively new area, there was uncertainty on how PWIDs should be targeted and what types of commodities to be pro- vided. There was a recommendation that Kenya adopts retractable single use needles. The suggestion was built on the premise that sin- gle use needles would serve a dual role of eliminating sharing as well as being environmentally less harmful when not properly disposed of. KANCOs’ participation in the TWG provided insight on the needed
  20. 20. 20 KANCO Annual Report 2013 Supporting Community Action on HIV and AIDS, TB and Other Public Health Concerns commodities informed by feedback from the PWIDs. Through this interven- tion the package of commodities for PWIDs was revised to include single use needles and syringes as opposed to the original suggestion of single use retractable needles. Such is the leadership that we have continually exhibited; to use our insti- tutional capacity as a leading network organization to meaningfully introduce the CSO public health agenda into government policy circles. Besides active engagement at the dif- ferent ICCs and at the CCM, KANCO supported the formation of the Kenya network of people who inject drugs (KeNPUD). This is the first network of active and recovering drug users registered in the country. This initiative was to ensure that PWIDs are actively engaged and involved in the health policy dialogue. As a result, members of KenPud become more visible contributing to the national dialogue on HIV prevention, treatment, care & support and drug treatment. KANCOs leadership and institutional capacity to participate in policy dialogue was profiled beyond our boarders. KANCO was directly involved in shaping the Global Fund to fight HIV/AIDS TB and Malaria (GFATM) new Funding model KANCOs’ Executive Director, Allan Ragi was part of the GFATM elite leadership that formulated the new funding mod- el which is more inclusive and predict- able. KANCO participation in the funding model formulation depicts the maturi- ty of its institutional capacity to repre- sent the voices of CSOs, not only at the national level, but also at the global arena.
  21. 21. 21 KANCO Annual Report 2013 Supporting Community Action on HIV and AIDS, TB and Other Public Health Concerns Our financial controls mechanisms As an organization, we have a track record in ensuring proper financial management of our resources. However the constantly changing financial envi- ronment demands even more stringent financial accountability. We are keeping pace with the advancing financial man- agement systems, in response to the changing financial times In 2013, KANCO started the migra- tion step from its old financial manage- ment system using Quickbooks to the more advanced Sage Pastel financial management system. The process of strengthening the institutional financial management system through the migra- tion of financial data from the old system to the newly acquired Sage Pastel was successfully completed in December 2013. The full roll out of the new finan- cial management system is expected to be complete during the 2014 financial year period. With the new institutional financial man- agement system KANCO will be able to streamline the activity budgeting process which is core to KANCOs’ programming.
